(AP) ? The Obama administration hopes to restore momentum in the spring to U.S. talks with the Taliban insurgency that had reached a critical point before falling apart this month because of objections from Afghan President Hamid Karzai, U.S. and Afghan officials said.

One goal of renewed talks with the insurgents would be to identify cease-fire zones that could be used as a steppingstone toward a full peace agreement that stops most fighting, a senior administration official told The Associated Press. It is a goal that so far has remained far out of reach.

U.S. officials from the State Department and White House plan to continue a series of secret meetings with Taliban representatives in Europe and the Gulf region next year, two officials said, assuming a small group of Taliban emissaries the U.S. considers legitimate remains willing.

The U.S. officials spoke on condition of anonymity to describe the sensitive and precarious American outreach to the Taliban leadership.

The U.S. outreach this year had fits and starts but had progressed to the point that there was active discussion of two steps the Taliban seeks as precursors to negotiations, the senior U.S. official said. Talks are on an unofficial hiatus at Karzai's request, U.S. and other officials said.

The trust-building measures under discussion involve a would-be Taliban headquarters office and the release from the U.S. military prison at Guantanamo Bay, Cuba, of about five Afghan prisoners considered affiliated with the Taliban.

Those steps were to be matched by assurances from at least part of the Taliban leadership that the insurgents would cut ties with al-Qaida, accept the elected civilian government of Afghanistan and bargain in good faith.

The U.S. describes its current Afghan policy as "fight, talk, build," and maintains that it will not back off the military campaign that has ended Taliban control of key southern areas that had been the movement's mainstay. The Taliban remains a potent fighting force and has shifted operations to other parts of the country.

Just Friday, for instance, a NATO service member died in a roadside bombing in southern Afghanistan, while allied and Afghan forces killed three senior Taliban figures and captured 11 fighters and sympathizers, according to the alliance.

Although top U.S. military commanders say they cannot kill their way to military victory in Afghanistan, targeted raids on Taliban operatives are one of the tactical success stories of President Barack Obama's shift in strategy that favors counter-terrorism tactics.

The longer-term strategic effect of those tactics is less clear; nighttime kill-and-capture raids, in which a number of civilians have died, have become a flashpoint for anger over foreign meddling in Afghanistan. Karzai has demanded that foreign troops stop breaking into homes.

The U.S. administration wants to use its current extensive military campaign and an acknowledged but incomplete plan for a long-term American military presence in Afghanistan as leverage to draw the Taliban to talks with Karzai's representatives.

The gradual process of handing over areas of the country to Afghan security control would ideally be marshaled toward encouraging peace talks, by identifying areas where a test cease-fire could be tried, the official said.

More generally, the U.S. is trying to unify disparate elements of its strategy in Afghanistan after 10 tiring years of war and with an eye on the NATO deadline to withdraw combat forces by the end of 2014.

The likelihood that the Taliban insurgency continues as a fighting force after most foreign forces leave is driving the U.S. and NATO to seek even an incomplete bargain with the insurgents that would keep them talking with the Kabul government.

The U.S. goal is to midwife talks between the insurgents and the U.S.-backed Afghan government led by Karzai, who frequently has felt sidelined by the U.S. as it pursues talks with his enemies. He bills peace talks as an Afghan-led process, which the U.S. insists is also its goal. The U.S. outreach is meant to jump-start negotiations, U.S. officials have said, but they acknowledge that their efforts can feed the perception that Karzai is not fully in charge.

Although the Karzai government shares the goal of outreach and eventual political reconciliation with the Afghan Taliban movement, he resents the insurgents' demand only to speak with what they call American occupiers. He has argued that the U.S. undercuts his leverage, and his inner circle derailed initial U.S.-Taliban talks earlier this year, several officials previously told the AP.

With Obama planning to host a large NATO summit in his hometown of Chicago in May, the administration would like some good news to announce.

Short of a clear military turning point in a war that is still stalemated in many areas, the summit is likely to focus on efforts to shore up the country while encouraging a political settlement with the Taliban.

One hope for the summit is a more coherent statement of how the military campaign is related to the effort to hand over areas of the country to Afghan control, the long-term U.S. presence in Afghanistan and Taliban reconciliation, the senior U.S. official said.

The Taliban headquarters office idea is seen the most likely to regain traction ahead of the summit, but it is unclear when it might open. A political office in a neutral third country would be authorized to conduct talks on a peaceful end to the 10-year war.

Karzai remains opposed to the more difficult prisoner transfer plan, which is further complicated by new congressional restrictions on any prisoner transfers. The U.S. tentatively had agreed to transfer a handful of Afghan prisoners to house arrest in a third country, probably Qatar, before the deal unraveled, U.S. officials said.

The Associated Press has learned the identity of some of the proposed transferees, including Khairullah Khairkhwa, former Taliban governor of Herat, and Mullah Mohammed Fazl, a former top Taliban military commander believed responsible for sectarian killings before the U.S. invasion that toppled the Taliban government in Afghanistan in 2001.

Karzai's own advisers seeking peace with the Taliban had named those men among several Afghan Taliban prisoners it wanted released from Guantanamo as a goodwill gesture, but Karzai wants the prisoners to come to Afghanistan, not a third country, a senior Afghan official in the region said.

Sending Afghans to an Arab country could offend Afghans' sense of sovereignty and suggest that the U.S. does not think Afghanistan is fit to hold or try the men, officials said.

"As soon as I was released, I met President Karzai and he promised that he would not allow Afghan prisoners to be sent anywhere except Afghanistan," said Haji Ruhollah, an Afghan who was released from Guantanamo in 2010. "They are all Afghans and they should be brought and kept in Afghanistan."

U.S. and Afghan officials also pointed to Karzai's longstanding unease with what he sees as a rush by the U.S. to broker deals ahead of the planned exit of U.S. combat forces

Karzai has political problems at home, including newly resurgent militias, and the assassination of his chief peace negotiator in September clouds his own outreach to the Taliban.

The U.S. once swore off direct talks with the Taliban until the insurgents essentially were beaten but shifted position as the war dragged on near stalemate. Participants said they still consider a peace deal a long shot, and the insurgent leadership has shown no sign that it wants to stop fighting a guerrilla war it thinks it can sustain until after most foreign forces depart.

The Associated Press is not identifying U.S. officials involved in the direct talks, in consideration for their safety. One member of the Taliban negotiating team has been publicly identified as Tayyab Aga, an emissary of Pakistan-based Taliban leader Mullah Mohammed Omar. Other participants include a former Taliban ambassador to Saudi Arabia and a former Taliban deputy health minister, the senior Afghan official said.

Karzai has supported the general idea of an office, preferably in Afghanistan, but he balked when the plan for Qatar appeared to have been settled without him, officials said. Earlier this month, Kabul recalled its ambassador to Qatar for consultations over reports that the Taliban was planning to open an office there.

On Tuesday, Karzai backed down. He said his government would accept the Qatar office to hold peace talks, although Saudi Arabia or Turkey would be preferable venues.

New York ? More and more consumers are hitting up eBay and QVC after a few drinks, and e-retailers are finding ways to take advantage of shoppers' compromised states

Are you guilty of Amazon-ing and iTunes-ing after imbibing? You're not alone. The New York Times reports?that online merchants are cashing in on legions of drunken consumers. Here, a brief guide to "buying under the influence":

People are shopping drunk?
Yep. E-retailers say that traffic patterns and anecdotal evidence suggest that a growing number of consumers seem to be buying after having a couple of drinks. On eBay, 6:30 p.m. to 10:30 p.m. is the busiest time, and the company's Steve Yankovich says alcohol is "absolutely" a factor. "If you think about what most people do when they get home from work in the evening, it's decompression time," he says. "The consumer's in a good mood."

Is there other evidence beyond eBay?
QVC also sees a spike in viewers and traffic after 7 p.m., and accessories and cosmetics sell especially well in the evenings. "Call them girl treats ? they seem to attract a really strong following once you get past dinnertime," says Doug Rose, a senior vice president with the company. "You can probably come to your own conclusion as to what's motivating her." ChannelAdvisor, a company that runs e-commerce sites for hundreds of retailers, says sales tend to peak at 8 p.m. and that shoppers are increasingly placing orders later into the night.

How are retailers taking advantage of this?
A number of companies, from Neiman Marcus to Lowe's, are flooding shoppers' email inboxes with offers in the evening. Online luxury retailer Gilt Groupe is adding more sales that start at 9 p.m. or later to take advantage of the traffic boom, and potentially inebriated shoppers. "Post-bar, inhibitions can be impacted, and that can cause shopping, and hopefully healthy impulse buying," says the company's president, Andy Page. "Still, the nighttime spike requires delicacy among retailers," says Stephanie Clifford in The New York Times. "For reasons of propriety, they do not want to be seen as encouraging drunken shopping.

Is drunken shopping an unhealthy habit?
Possibly. Baylor professor Kristin A . Kassaw warns it can wreak havoc on shoppers' bank accounts. "When you're loading things you can't feel or touch into this fake cart, you don't have a sense of, 'I'm buying all this stuff, I'm buying too much,'" she says. "It takes you away from the actual spending-money experience." New York psychologist April Lane Benson notes that shopping and alcohol addiction can go hand-in-hand. "We know there is an association between compulsive shopping and other behaviors, such as eating disorders, alcohol or drug abuse and depression."

But it's at least good for retailers, right?
Not necessarily. Clifford notes that drunken shopping can lead to high rates of sober returns, which cost retailers in shipping and processing. "We do occasionally get people who return things, saying they spent too much, and we see that their order was placed at midnight," an anonymous rep for a retailer tells Lucky. "We wonder if they would have spent $8,000 at a more sensible hour!" In some instances, the practice is also bad for the goods being purchased. This past summer, New York pet store owners had to crack down on post-happy-hour puppy purchases. "The adorable sight of furry faces in the window and the effects of alcohol can be a bad combination," says the manager of Le Petit Puppy.

Connie Dieken: The Top Influencers Alive: 10 Breakout Influencers of 2011

2011 separated the influencers from the persuaders. One by one, once-admired leaders from the athletic office to the corner suite to Wall Street toppled like dominoes. Turns out they lacked influence. Why? Because they misjudged what influence really means.

My list of the "Top Influencers Alive" may surprise you. That's my point. Despite conventional wisdom, influence and persuasion are not the same animal. After decades of advising top leaders, I've concluded that persuasion is a self-centered skill -- it's manipulation fueled by a personal agenda run amok. Influence is a balanced approach to changing hearts, minds and results.

There are three dimensions of a true influencer. How do you measure up?

  • Inner confidence (Influence begins within. You live your values with a defined sense of purpose. You're courageous and driven by positive resolve, not fear.)
  • Outer presence (Your presence is how you make others feel. People are drawn to you because they sense you have credibility, integrity, likeability and live with congruence.)
  • Compelling communication (You deliver messages that connect with others' values, convey with portion control to gain clarity, and convince others to commit to action.)

Based upon these three dimensions of true influence, here are my picks of the year's top influencers:

Tim Tebow, Denver Broncos Quarterback. Tebow's "flawed mechanics" and wobbly spiral are frequently criticized, but his authentic leadership is not. Tebow-mania has spiked the NFL's ratings and elevated those around him, stirring his team from the cellar to playoff contention. His unwavering faith and never-say-never resolve have captivated the nation, even spurring new terms such as "Tebowing," "Tebow-Time," and "The Mile High Messiah." Sure, religion polarizes. But Tebow demonstrates that integrity, confidence and humility are an influential combination.

Howard Schultz, Founder and CEO, Starbucks. Like the late Steve Jobs, Schultz returned to rescue the company he founded. The brand he built is once again soaring with record financial results. But Schultz morphed from business leader to social activist when he took a stand on Washington D.C.'s dysfunction. He influenced more than a 140 fellow chief executives to join him in a boycott on campaign contributions to incumbents, saying, "Business leaders cannot be bystanders." He rouses the troops with his affability and passion for job creation and the economy.

Gabrielle Giffords, Arizona Congresswoman. As a politician, Giffords has long fought for her constituents. But it's her personal fight after a bullet pierced her brain that has influenced the nation. Gifford's sheer determination and upbeat attitude inspire millions. Due to damage in her language pathways, her vocabulary is limited and she struggles to form sentences, but she makes it crystal clear that she's committed to rebuilding the connections in her brain and her community. Giffords' story connects with everyone - inner resolve trumps evil acts.

Hamdi Ulakaya, Founder and CEO, Chobani Yogurt. In just a few short years, Ulakaya's Greek-style yogurt company vaulted from nowhere to everywhere to become the third largest yogurt maker in the market. This modern day dairy king came to the U.S from a Turkish sheep and cow farming family to attend business school, but didn't finish. Instead, he bought a yogurt plant a competitor was closing and launched Chobani, which means "shepherd." He's committed to listening to customers and staying true to the vision to provide nutritious products at fair prices.

Jeff Bezos, Founder and CEO, Amazon. Bezos' company is on fire with his new product, Kindle Fire. The man with the distinctive laugh took the company from Seattle's skid row to a gleaming headquarters on Puget Sound where, despite the company's enormous size, working teams stay small. Bezos masterminded the idea of the "two pizza team." He has said if you can't feed a team with two pizzas, it's too big to do amazing work. Part of Amazon's influence lies in creating consumer demand for additional product sales with personalized recommendations.

Jim Skinner, Vice Chairman and CEO, McDonald's. McDonald's has been on a tear since Skinner took over in 2004. Stock appreciation is soaring, same-store sales are rising and the company continues to create jobs in a down economy. It added 62,000 new jobs in its McJob fair earlier this year. Skinner also spearheaded healthier menu choices, including customers the world over who are "lovin' it." Smoothies, wraps, parfaits and salads are a hit, let alone the new McCafe coffees, which are giving Starbucks a run for the money.

Oprah Winfrey, Media Mogul. Winfrey made a daring move this year, ending her long running syndicated talk show and launching her OWN cable network. She created a strong bond of trust with her followers by modeling authenticity and openness, without the trap of over-merchandizing herself. Unlike Martha Stewart, Winfrey has kept control of her image. While the new network is struggling in the ratings, she's launched many successful careers and shows leadership by juggling television, radio, a leadership academy for girls, a magazine and philanthropy.

Liz Strauss, Founder of Successful Blog and CEO, SOBCon. Strauss is a social web strategist and one of the most thoughtful, prolific bloggers on the planet. Her blog posts on leadership and life garner tens of thousands of comments. A teacher and community builder at heart, Strauss is all about interconnectedness, bringing great people and great ideas together. The blogosphere is her classroom, athough she hosts an annual high touch summit where as she says, "the virtual meets concrete" bringing top bloggers together to share their influence.

Warren Buffett, CEO Berkshire Hathaway. The legendary investor from Omaha created a buzz this year by arguing that the rich should pay higher taxes. He wants those who make more than a million dollars a year to pay the same percentage of their income as others in the middle class. Washington latched on, deeming his idea the "Buffett Rule." As an investor, Buffett moved back into technology, buying more than ten billion in shares of IBM. Others followed suit. Simply put, when Buffet talks, others take action.

John Mackey, Founder and Co-CEO, Whole Foods Market. Mackey launched his first grocery in 1980 and has since grown it into the country's top natural and organic food vendor. Profits are up more than forty percent this year. He's a visionary and outspoken leader, unafraid of taking on subjects he's passionate about such as healthcare. Mackey believes in conscious leadership, and is keenly aware that being the most visible person in an organization is a responsibility. As a result, he has created a high trust organization.

London subway strike delays Boxing Day shoppers (AP)

LONDON ? London's subway drivers have walked out over a pay dispute, causing trouble for thousands of shoppers out to take advantage of the traditional Boxing Day sales.

Transport for London has warned that shoppers seeking out bargains at the capital's shopping centers face "severe disruption." Several Underground lines have been suspended, and limited services are operating on the rest of the subway network.

The ASLEF union is staging the one-day strike to demand for extra pay for members working on the public holiday.

Despite the disruptions, large crowds of shoppers started flooding department stores in London and other British cities as soon as doors opened early Monday.

The union plans to stage three more strikes in January and February if the dispute is not resolved.

Navy drone to launch from sub's trash chute

A backpack-size kamikaze drone ordered into combat by the U.S. Army could also soon become an aerial scout for U.S. Navy submarines hidden beneath the waves. Launching a flying robot from underwater utilizes a sneaky tactic ? using a tube that normally ejects trash from a submarine.

The Navy wants the "Switchblade" drone designed by AeroVironment to become a flying scout capable of spotting enemy ships over the horizon, even as the "mother" submarine remains hidden underwater. Its upcoming submarine launch test would coincide with the world's biggest naval war games in 2012, according to a new contract awarded to U.S. defense firm Raytheon.

Previous tests by Raytheon in 2008 showed how submerged launch vehicles can float to the surface and launch flying drones such as the Switchblade. But those demonstrations only involved surface ships and dummy drones.

The planned submarine launch would use the trash-disposal unit ? the tube that typically ejects the trash of submarine crews ? rather than one of several torpedo tubes designed to fire at enemy ships or submarines. Such a launch would take place with the submarine running just beneath the waves at periscope depth.

The Switchblade drone was originally designed to launch from a tube set up on the ground by a U.S. Army soldier, fly around until the soldier identified an enemy, and then dive at the target with explosive results. It's unclear whether or not the Navy wants the Switchblade to keep its kamikaze capability, but the scouting role seems far more useful for a submarine that already packs plenty of explosive torpedoes and missiles.

Any intended mission may become clearer during the Rim of the Pacific Exercise scheduled for 2012. That annual naval war game held by the U.S. and its allies in the Pacific involves plenty of opportunity for practice alongside ships ranging from carriers to destroyers and frigates.

If successful, Switchblade would join the U.S. military's fast-growing arsenal of robots at sea. The Navy has already begun testing a stealthy X-47B drone that could someday launch in squadrons from the heaving decks of carriers, as well as a Fire-X helicopter drone aimed at special operations such as catching smugglers or pirates.

2011's Best Episodes: Modern Family's Sexy Time, Good Wife's Heartbreaking Split (omg!)

From Oprah's surprisingly low-key farewell to the year's most soul-crushing break-up on The Good Wife (Kalicia, no!), the year was packed with fantastic hours of television ? pretty much all of which we watched. There were teary goodbyes (Friday Night Lights' Texas forever! Smallville's tights and flights!), tense face-offs (why can't all CIA interrogations take place on the front porch of a cabin, like on Homeland?) and of course we made room for a little Glee (because certain underdogs deserved it). Which made the list. Tune in all week for our top 25.

20. "Caught in the Act," Modern Family
Straight out of the Three Company's handbook, the Emmy-winning episode built on a misunderstanding that's not exactly novel: Gloria accidentally emailed naked pictures of herself, intended for Jay, to Claire and Phil, who have also just scarred their own kids by being caught in the act. ("Whatever it was, it looked like dad was winning," Luke says of his parents' love-making.)

19. "To Be, Act 1," Sons of Anarchy
Season 4's penultimate episode is a fascinating battle of wills between the show's female power players. Gemma (Katey Sagal) makes her big move, showing Jax the way to his seat as the head of the SAMCRO motorcycle club, while Jax's girlfriend Tara (Maggie Siff) out-Gemmas Gemma by making plans for she and Jax to leave Charming ? and Gemma ? forever. "What are you doing?" a stunned Gemma asks. "Everything you taught me," Tara replies. SAMCRO may be a boys' club, but it's the old ladies who keep surprising us.

18. "Let the Sun Shine In," Men of a Certain Age
Three 50-something men get colonoscopies, play golf and gripe about life ? the perfect recipe for an hour of compelling TV, no? Well, no, but when Joe, Terry and Owen take a road trip to Palm Springs to get their colons checked, the pain of enlightenment isn't just, you know, physical. It will be a long time before we, ahem, fill the void left by this touching series, but it was episodes like this that make us realize we're just thankful that this quirky little show ever made it on the air.

17. "Getting Off," The Good Wife
This is the episode where Kalinda cries, an event that in and of itself qualifies as earth-shattering in the life of this stoic character. The tears come after Alicia (Julianna Margulies) tells Kalinda that she knows that she slept with her husband. The face-off between Emmy winners Julianna Margulies and Archie Panjabi is chilling, particularly since it would be their last scene together for a long while. Bonus: Sarah Silverman, in a rare dramatic turn, guest-stars as the owner of a website that facilitates adulterous affairs.

16. "The Spoil," Justified
It's hard to highlight a single episode of Margo Martindale's Emmy-winning season as Mags Bennett, but her rousing speech in "The Spoil." Martindale's effortless, smooth-as-Mags' homemade moonshine delivery reminds us how smart a villain she is, and how much of a fight she's willing to put up to protect her people's "way of livin' and dyin.'" And while Mags' icy mean streak didn't fully come out until the following episode, her actions in this hour put us on serious red alert.

Kim son called 'supreme leader' of NKorea military (AP)

PYONGYANG, North Korea ? North Korea hailed Kim Jong Il's son as "supreme leader" of the 1.2-million strong military, ramping up its campaign to install the young man as the nation's next leader even as the mourning for his father continued a week after his death.

Kim Jong Un made a third visit Saturday to the palace where his father's body is lying in state ? this time as "supreme leader of the revolutionary armed forces" and accompanied by North Korea's top military brass, according to the official Korean Central News Agency.

The new title and public show of support from the military leadership sent a strong signal that the nation will maintain Kim Jong Il's "military first" policy for the time being.

Earlier Saturday, the newspaper Rodong Sinmun, mouthpiece of the ruling Workers' Party, urged Kim Jong Un to accept the top military post: "Comrade Kim Jong Un, please assume the supreme commandership, as wished by the people."

Kim Jong Un, who is in his late 20s and was unveiled in September 2010 as his father's choice as successor, will be the third-generation Kim to rule the nation of 24 million. His father and grandfather led the country under different titles, and it remains unclear which other titles will be bestowed on the grandson.

Kim Il Sung, who founded North Korea in 1948, retains the title of "eternal president" even after his death in 1994.

Son Kim Jong Il ruled as chairman of the National Defense Commission, supreme commander of the Korean People's Army and general secretary of the Workers' Party.

Kim Jong Un was promoted to four-star general and appointed a vice chairman of the Central Military Commission of the Workers' Party. He had been expected to assume a number of other key posts while being groomed to succeed his father.

His father's death comes at a sensitive time for North Korea, which was in the middle of discussions with the U.S. on food aid and restarting talks to dismantle the North's nuclear weapons program. Chronically short of food and suffering from a shortfall in basic staples after several harsh seasons, officials had been asking for help feeding its people even as North Koreans prepared for 2012 celebrations marking Kim Il Sung's 100th birthday.

North Korea has emphasized the Kim family legacy during the sped-up succession movement for Kim Jong Un. State media invoked Kim Il Sung in declaring the people's support for the next leader, comparing the occasion to Kim Jong Il's ascension to "supreme commander" exactly 20 years ago Saturday.

At the Kumsusan Memorial Palace, Kim Jong Un and senior commanders paid silent tribute to Kim Jong Il, "praying for his immortality," KCNA said. The military also pledged its loyalty to Kim Jong Un, the report said.

"Let the whole army remain true to the leadership of Kim Jong Un over the army," KCNA reported ? a pledge reminiscent of those made when Kim Jong Il was named supreme commander.

The call to rally behind Kim Jong Un, dubbed the "Great Successor" in the wake of his father's death on Dec. 17 from a heart attack, comes amid displays of grief across North Korea. The official mourning period lasts until after Kim's funeral Wednesday and a memorial Thursday.

In Pyongyang, mourners waited in line Saturday to bow and lay flowers at Kim's portrait at plazas and government buildings, including the Pyongyang Circus Theater and the April 25 People's Army House of Culture, even as temperatures dropped to 14 degrees below Celsius (7 degrees Fahrenheit).

Workers at beverage kiosks handed steaming cups of water to shivering mourners, including children bundled up in colorful thick parkas. A sign urged mourners to thaw out inside a heated bus. The order to provide food and warming huts for mourners came from Kim Jong Un, officials said.

Earlier, a throng of North Koreans climbed steps and placed flowers and wreaths in a neat row below a portrait of Kim Jong Il as solemn music filled the air and young uniformed soldiers, their heads shaved, bowed before his picture.

A sobbing Jong Myong Hui, a Pyongyang citizen taking a break from shoveling snow, told AP Television News that she came out voluntarily to "clear the way for Kim Jong Il's last journey."

For days, life in Pyongyang had come to a standstill, with shops and restaurants closed. Downtown Koryo Hotel, one of several in Pyongyang catering to foreigners, was nearly empty.

But there are signs that the country is beginning to move on.

"Streets, buses and the metro are all crowded with people going to their work. They are not giving way simply to sorrow," KCNA said. "They are getting over the demise of their leader, promoted by a strong will to closely rally around respected Comrade Kim Jong Un."

Among the mourners Saturday was a son of the Rev. Sun Myung Moon, founder of the South Korean-based Unification Church, which has longstanding ties with North Korea. The Rev. Hyung-jin Moon helped carry a wreath to the main mourning site at Kim Il Sung Square in central Pyongyang.

The Korean peninsula has remained in a technical state of war since the Koreas' 1950-53 conflict, but two groups from South Korea have permission from the South Korean government to visit the North to pay their respects, Unification Ministry spokesman Choi Boh-seon said Saturday in Seoul.

One group will be led by the widow of former President Kim Dae-jung, who held a landmark summit with Kim Jong Il in 2000, and the other by the wife of a late businessman with ties to the North.

On Sunday, North Korea accused South Korea of blocking many other groups from visiting Pyongyang to pay respects, warning the action would trigger "unpredictable catastrophic consequences" on ties between the countries. The statement by an unidentified spokesman at the Committee for the Peaceful Reunification was carried by the official Korean Central News Agency.

Seoul's Unification Ministry said it will allow only the two groups to visit the North.

Citizens in Pyongyang, meanwhile, received a last gift from the late Kim Jong Il: fish. State-run media said Kim was worried about the supply of fish and had looked into the matter the day before he died.

Rodong Sinmun showed a photo of a woman covering her mouth as she watched herring and walleye being distributed at a crowded grocery store where they were piled up in baskets.

UK rate setters unanimous in maintaining policy (AP)

LONDON ? The British government's plan to reduce its borrowings appeared to be on track in November, official figures showed Wednesday, even as the country's economy remains threatened from the debt crisis in Europe, rising unemployment and weak domestic growth.

The Bank of England's rate-setting body said it expects to see some economic recovery in late 2012, but warned that volatility in the 17-nation eurozone could dent Britain's growth.

Minutes of the last meeting of the Monetary Policy Committee showed that all nine members voted to keep the benchmark interest rate at the all-time low of 0.5 percent and to maintain the monetary stimulus at 275 billion pounds ($433 billion).

The rate-setters, who are tasked with keeping inflation around the 2 percent level, said they expected price pressures to ease quite dramatically next year from 5 percent in October, largely because the factors that drove prices higher in 2011, including higher sales taxes and energy prices, drop out of the annual comparison. They also said high unemployment would keep a lid on domestically generated inflation by weighing on wage demands.

"It seemed likely that a contraction in activity was underway in the euro area, although the United States was still experiencing moderate growth," the rate-setters said, according to the minutes. "Looking through the near-term outlook of weak demand, the committee's central view remained there would be some recovery in the latter part of 2012."

Meanwhile, the Office for National Statistics, revealed that the U.K.'s public sector net borrowing excluding financial interventions ? a broad gauge of the state of the country's public finances ? fell to 18.1 billion pounds ($28.5billion) in November from 20.4 billion pounds a year earlier.

The fall was largely driven by higher tax receipts from the new levy on banks and an increase in the sales tax to 20 percent.

Analysts said the British government is on track to hit its full year borrowing targets of 127 billion pounds.

Britain's government has staked its reputation on a strategy of cutting costs and jobs in the public sector while trying to boost private sector growth. Britain's unemployment rate is now 8.3 percent, up 0.4 percent on the quarter and at its highest level since 1996.

Influential credit ratings agency Moody's warned Tuesday night that the U.K.'s cherished triple A credit rating is at risk from both a weak domestic economy and the financial crisis in the eurozone. It warned that the country's deficit "has eroded its ability to absorb further macroeconomic or fiscal shocks without rating implications."

Any cut in Britain's credit ratings would make it more expensive to pay down the country's debts.

Howard Archer, chief economist at IHS Global Insight, said the public finances are improving, but high unemployment and a lack of economic growth may derail the plans of finance minister George Osborne.

"While the November public finance data will be largely well received by the government, there is still a very real danger that the Chancellor will before long face the difficult decision of accepting further slippage in his fiscal targets or imposing more fiscal tightening on a struggling economy," Archer said.

While the government has been tightening fiscal policy, the Bank of England has kept monetary policy extremely loose and the minutes to the last meeting showed that some rate-setters indicated that more asset purchases "may be warranted in due course" in light of the problems afflicting the eurozone, Britain's main trading partner.

Fears were raised that the worst risks in the eurozone "had not so far crystallized" and that the possibility remained that banks would find it difficult to secure funding alongside volatile financial markets.

(AP) ? Tropical Storm Washi blew away Sunday after devastating a wide swath of the southern Philippines with flash floods that killed at least 521 people as they slept and turned two coastal cities into a muddy wasteland filled with overturned cars and uprooted trees.

With nearly 500 people missing, Defense Secretary Voltaire Gazmin and top military officials were to fly to the worst-hit city of Cagayan de Oro to help oversee search-and-rescue efforts and deal with thousands of displaced villagers, as the weather began to clear and floodwaters receded. Among the items urgently needed are coffins and body bags, said Benito Ramos, who heads the government's disaster-response agency.

"It's overwhelming. We didn't expect these many dead," Ramos said.

Edmund Rubio, a 44-year-old engineer, said he, his wife and two children scrambled to the second floor of their house in Iligan city as raging floodwaters engulfed the first floor, destroying his TV set and other appliances and washing away his car and motorcycle.

Amid the panic, he heard a loud pounding on his door as his neighbors living in nearby one-story houses pleaded with him to allow them into one of his second-floor rooms. He said he brought 30 of his neighbors into the safety of the second floor of his house, which later shook when a huge, floating log slammed into it.

"It's the most important thing, that all of us will still be together this Christmas," Rubio told The Associated Press. "There was a nearby shantytown that was smashed by water. I'm afraid many people there may not have been as lucky as us."

Army officers reported unidentified bodies piled up in morgues in Cagayan de Oro, where electricity was restored in some areas, although the city of more than 500,000 people remained without tap water.

Philippine Red Cross Secretary General Gwendolyn Pang told the AP that at least 521 people had died in the floods, mostly children and women, and that 458 others were reported missing.

The death toll will most likely rise because many villages remain isolated and unreached by overwhelmed disaster-response personnel. The worst-hit cities were Cagayan de Oro, where at least 239 people died, and nearby Iligan, where Red Cross aid workers reported 195 dead, Pang said.

"Our fear is there may have been whole families that perished so there's nobody to report what happened," Pang said. "Many areas remain isolated and strewn with debris and unreached by rescue teams."

Tropical Storm Washi started to blow away toward the South China Sea on Sunday after slamming into the western province of Palawan, allowing the weather to clear and disaster-response contingents to intensify search-and-rescue work.

Most of the victims were asleep Friday night when raging floodwaters cascaded from the mountains with logs and uprooted trees after 12 hours of rain from the late-season tropical storm in Mindanao. The region is unaccustomed to the typhoons that are common to the north of the Philippine archipelago.

Both Iligan, a bustling industrial center about 485 miles (780 kilometers) southeast of Manila, and Cagayan de Oro were filled with scenes of destruction and desperation.

A swollen river sent floodwaters gushing through neighborhoods that do not usually experience flooding. A man floated in an inner tube in muddy water littered with plastic buckets, pieces of wood and other debris. Ten people in one home stood on a sloping roof, waiting for rescuers even as water still flooded the lower floors.

Local television footage showed muddy water rushing in the streets, sweeping away all sorts of debris. Thick layers of mud coated streets where the waters had subsided. One car was thrown over a concrete fence and others were crushed and piled atop each other in a flooded canal.

Benito Ramos, who heads the government's Office of Civil Defense, attributed the high casualties in Mindanao "partly to the complacency of people because they are not in the usual path of storms" despite four days of warnings by officials that one was approaching.

Thousands of soldiers and hundreds of local police, reservists, coast guard officers and civilian volunteers were mobilized for rescue efforts, but they were hampered by the flooded-out roads and lack of electricity.

Authorities recovered bodies from the mud after the water subsided. Parts of concrete walls and roofs, toppled vehicles and other debris littered the streets.

Rescuers in boats rushed offshore to save people swept out to sea. In Misamis Oriental province, 60 people were plucked from the ocean off El Salvador city, about six miles (10 kilometers) northwest of Cagayan de Oro. Coast guard boats and other rescuers were scouring the waters off Iligan for survivors or bodies that may have been swept away to sea.

In just 12 hours, Washi dumped more than a month of average rains on Mindanao. Forecaster Leny Ruiz said records show that storms that follow the same path as Washi come only once in about every 12 years.

U.S. Secretary of State Hillary Rodham Clinton said in a statement that the Obama administration offered its "deepest condolences" for the devastation in the southern Philippines.

"The U.S. government stands ready to assist Philippine authorities as they respond to this tragedy," the statement said. "Our thoughts and prayers are with all of those affected."

Novell's case against Microsoft goes to jury

(AP) ? A jury began deliberations Wednesday in a Utah company's $1 billion federal antitrust lawsuit against Microsoft Corp.

Novell Inc. sued Microsoft in 2004, claiming the Redmond, Washington, company violated U.S. antitrust laws through its arrangements with other software makers when it launched Windows 95. Novell said it was later forced to sell WordPerfect for a $1.2 billion loss.

The company claims Microsoft duped it into developing the once-popular WordPerfect writing program for Windows 95 only to pull the plug so Microsoft could gain market share with its own product.

"It was purely a predatory action," Novell Inc. attorney Jeff Johnson told jurors a day earlier.

Microsoft lawyers have argued that Novell's loss of market share was its own doing because the company didn't develop a compatible WordPerfect program until long after the rollout of Windows 95. WordPerfect once had nearly 50 percent of the market for word processing, but its share quickly plummeted to less than 10 percent as Microsoft's own Office programs took hold.

"Novell was late. It was always behind. It was playing catch-up," Microsoft attorney David Tulchin said during closing arguments.

Microsoft co-founder Bill Gates testified last month that he had no idea his decision to drop a tool for outside developers would sidetrack Novell. Gates said he was acting to protect Windows 95 and future versions from crashing.

Novell could have worked around the problem but failed to react quickly, he said.

Gates also said Novell couldn't deliver a compatible WordPerfect program in time for the rollout, and that Microsoft's own Word program was actually better. He said that by 1994, the Word writing program was ranked No. 1 in the market, above WordPerfect.

Novell has argued that Gates ordered Microsoft engineers to reject WordPerfect as a Windows 95 word processing application because he feared it was too good.

Novell's lawsuit is the last major private antitrust case to follow the settlement of a federal antitrust enforcement action against Microsoft more than eight years ago. The trial began in October in federal court in Salt Lake City.

Novell is now a wholly owned subsidiary of The Attachmate Group, the result of a merger that was completed earlier this year.
